At first, it was just a faint, barely audible whimper. Most people walking by probably dismissed it as a trick of the wind or distant noise. When we approached, we expected to find a scared puppy, maybe lost or hiding from the rain. But what we discovered was far more shocking.
There, shivering in the cold, dark space under the drain cover, was a tiny puppy soaked to the bone. He was stuck, barely able to move, with one of his hind legs painfully twisted in a rusted metal wire. His ribs were visible through his thin, wet fur, and he looked like he hadn’t eaten in days.
